From what I've read so far, which is admittedly little, it seems the investigation is about the sites themselves, which are unlicensed and illegal in Italy. Its unclear whether any of the accused were actively gambling on football, just had accounts on the banned site. Which can carry a custodial sentence, but will obviously just be a 'heavy' fine if proven to be true.
