If there is 70m budget that leaves us enough to sign 4 really top quality players and if we could pick up some highly experienced players like Carrick and Terry for little or no transfer out lay I think we would be looking good.

One or two decent looking Championship players with potential is fine but i wouldn't overload the squad with them (we have enough already...).

I would have rid of the vast majority of the squad, i think i would keep Elliot, Gayle, Mitro, Clark, Dummett, Lascelles, Hayden and Yedlin as squad players. I would perhaps give a last chances to Perez. I would keep Shelvey and Ritchie as potential starters. I would bring back Krul to start and give De Jong one last opportunity as well as having a look at Saivet then i think i would be looking to do a lot of business in the transfer market.
I think there are a few genuine gems in the championship that would be maybes represent better value for money than else where.

Wont we be getting some money from Thauvin to Marseille and some Sissoko installments too, maybe the full lot if Spurs decide to sell him, so already we should have some transfer based income. If the 70mill thing is true added with player sales it could possibly push us closer to 100m, if we could afford that kind of money we need to spend it.

We should look at some of the top teams that will be rebuilding in the Summer. Sturridge could be on his way out of Liverpool, if fit he's a proven goalscorer. Others, Jones or Smalling, one or the other likely to be on their way out of ManU, Zabaletta although old and no resale value is still better than Yedlin, Anita or Gamez. Decent Premier League players who know the league.

Rafa doesn't work with ego's, so Sturridge is a no go. Plus we'd never pay him £150k per week, and he's a crock.
No chance of Jones or Smalling IMO (wages, transfer fees, and bigger clubs would be looking if they were available).
Zabaleta maybe, some PL experience e.g. Defoe etc. would be great.

I could see the our transfer record being broken this summer. With the amount Rafa spent for the championship then I can see him buying a marquee signing.
