I don't disagree with your overall point, but PEA and Lacazette never wanted to play for us and held out for bigger clubs to come calling. As far as I understood we actually offered the most for both of them at one point or another. Definitely agree though that you have to be willing to spend the money to sign impact players.
See, I knew that, but was hoping it would slip by as I couldn't think of better examples to prove my point
