That's not how it works, fees don't necessarily matter - it's a points system.
Criteria Points Pass/fail for Santos

The wages being paid to the player by the applicant club are between the 50th and 75th % of all the top 30 earners at the club 2 points Unclear - probable pass
The player’s current club is in a Top League and the player has played in 30% or more of the available domestic league minutes 1 point FAIL
The player’s current club has played in the group stages or onwards of the Champions League, Europa League or the Copa Libertadores within the last 12 months and the player has played in 30% or more of the available domestic league minutes 1 point PASS
You need 4 points - so if his salary is in the top 25% of top 30 earners (which would make his salary >£40k I'd imagine) then he'll get the work permit. That said - from some quick googling, it looks like his salary is more like £20,000.
Muto got his permit because he fulfilled the wages and Top League clause, plus most likely his fee was in the 50th-75th percentile, which would give him 6 points minimum.
