Apparently not officially refused, so much as it's gone to a review panel. I wonder for those that are in the industry here, is this common? I know there's been a crackdown on the work permit requirements for England, but I can't help but assume there are a lot of import players that must face a review panel like this if Costa couldn't get one automatically.
It basically works on a points system, not sure of the exact threshold needed to be granted one but let's say it's 100
You get 30 points if your nationality is in the top 30 of the FIFA Rankings (Costa has both Brazilian and Spanish nationalities so he should be passing this one) [this goes down depending on rankings so 31-80 in get 20 for example and so forth
You get extra points then on top of that based on the number of games you've played for your national team within the last few years (not sure of the exact time frame I think it's World Cup cycle so last 4 years)-given he last played for Spain in 2018 he probably isn't getting extra here- but worth 10 points
You then get an extra 20 points based the transfer fee-given he's on a free so this is null in void
Also taken into account is the team you are joining from/last registered, you'll get extra points depending where they are again based on FIFA rankings/Club Co-efficients- he was at Atlético Mineiro who won the league so he should have gotten points for that say 10
based on your wage in comparison to the PL average you get extra points let's say another 10.
There's other rules too (I believe you can find them on the FA home page but not 100% sure)
He probably only missed out by about 20 odd points, I can probably see the appeal being successful tbh.
