i think therye good players and an improvement on what we've got, but not the sort of midfielder we should be after. If we want someone to fulfil that role we should be looking to develop Willock. I'm assuming that with Tarkowski it is more that Burnley really wouldn't want to sell to NUFC this window unless the money was really high, meaning that the deal has been priced out in comparison to other potential targets.
Personally if I was Burnley I wouldn't sell him to us unless the money was ludicrously high. Keeping him at their club could be the difference between survival and relegation and the loss of income from that would dwarf a six month left on contract transfer deal. Selling him to one of the clubs in direct competition for relegation makes any deal even more unwise as it would weaken them and strengthen a rival at the same time. I would accept the possibility of losing him on a free as the more acceptable choice.
And if i was NUFC i would target another CB this window and try and pick him on a free in the summer rather than have to throw the sort of money it would likely take to sign him in January.

I don't think Burnley's season depends on them keeping Tarkowski, without him their defence is still pretty well drilled, I think if they were offered £20m they would need to seriously consider it in order to improve in areas further up the pitch which you could argue gives them a better chance of survival.
They would also risk him leaving for free in the summer and still getting relegated leaving them worse off overall.
As for us I imagine it's a now or never deal, we cannot afford to wait until the summer for a CB, I honestly think we get 2 this year, Botman seems nailed on, then there is talk/rumours of Ake or Ginter. Someone like Cook I'd imagine would be for squad depth with CB also moving out in January.

I know we'd pay him a s*** tonne of money and it'd probably be his last move (until we're relegated ) but I'd be amazed if he leaves CL football at Atletico for us. Would be an amazing signing if we could pull it off.

The way the rumours are going it does seem like Trippier and Botman are pretty much nailed on.
Also I think a lot of people are giving footballers too much credit, if we can pay Trippier the same to play in the PL again then CL isn't relevant imo, to be honest I think the majority of the time CL football isnt relevant, if a player is offered 20k more to play for a non-CL club, the majority would take that offer or at least seriously consider it.
