There is always the possibility that thier understanding of financial constraints don't match.
Rafa is presenting it as along term plan based on his apparent happiness to remain in situ for 10 years; Mike seems to propose a short term future where he's selling and out of the picture.
He won't front up costs for something where he'll see no financial reward given the opportunity to improve and it's benefits won't actually benefit him.

He played 26 times for them last season and appeared to have a good season from a quick google. I think he'll be a solid signing for a lower half Championship club, but I sit on the side of the fence which thinks he's not going to make it in the PL. No shame in being a decent lower end Championship or League One player.
