Seems pretty identical to SR3, almost as if it was DLC.

I hate how Deep Silver have slapped their name in the trailer, if what I've heard is true a lot of the work on SR4 was already done, then THQ died and Deep Silver/Koch Media bought Volition just so they could get it out the door.

If that's the case, then yes, people are complaining it looks too similar. Money probably, why sell something for £10-15 when you can sell it for £40? It was set for a 2013 release either way, they stumped up the $22m to buy the studio and franchise so they have the right to put their name in there, even if they've had little to no creative input or control over the product (they said they'd let Volition do their thing unhindered). What I find interesting is that the wording implies this is the final Saints Row game, surely Deep Silver / Koch wouldn't only buy the IP and studio to get the product in development out the door and then move the studio onto something new? Especially a franchise like Saints Row which will sell very well. Perhaps they're anxious that GTA V will kill the market for a while?

Saints Row 4 banned in Australia, Volition removing offending content
Becomes the first game to be refused classification under new ratings guideline
Saints Row 4 has been banned from release in Australia in its current form, but publisher Deep Silver has told us developer Volition is reworking some of the code in a bid to create a version of the game which can be released in the country.
The game is the first title to be denied a rating in Australia under the Guidelines for the Classification of Computer Games that came into effect on January 1 2013. Prior to then, Australia did not have an adult category for computer games.
Australia's Classification Board said in a statement: "In the Board's opinion, Saints Row IV includes interactive, visual depictions of implied sexual violence which are not justified by context.
"In addition, the game includes elements of illicit or proscribed drug use related to incentives or rewards. Such depictions are prohibited by the computer games guidelines."
Classification Board acting director Donald McDonald added: "Apart from today's decision, since the beginning of the year, the Board has classified 17 games R 18+ under the new guidelines."
Deep Silver told us in a statement this morning: "Volition, the developer, are reworking some of the code to create a version of the game for this territory by removing the content which could cause offence without reducing the outlandish gameplay that Saints Row fans know and love.
"Saints Row IV has been awarded PEGI 18 and ESRB M ratings where fans can enjoy their time in Steelport as originally intended."
Earlier this month, the publisher announced a Saints Row 4 Collector's Edition ahead of the Saints Row 4 release date of August 20 in North America and August 23 in Europe.

State of Decay was denied classification there too, due to its usage of prescription medication as some form of boost/healing item. Apparently they're really staunch about not allowing anything depicting or what could be conceived as encouraging drug use from making money over there, plus this "implied sexual violence".
The areas of concern are;
Weirdly I've seen a few Australians completely fine with having their government save their country from giving adults the right to have the option to buy video games with such illicit and poor taste in as optional content. People should be free to set their own moral guidelines and use those to dictate their choice of virtual entertainment without having the government decide on their behalf what is and is not suitable.

The game contains an optional mission which involves the player obtaining and smoking drugs referred to as “alien narcotics”. Smoking the “alien narcotics” equips the player with “superpowers” which increase their in-game abilities allowing them to progress through the mission more easily.
The first one is a pretty ridiculous reason to ban a game from sale even to wilful adults. The second I suppose is a bit more understandable, but it's not glorifying or encouraging running around and sodomising random civilians with a giant purple dildo in real-life, it's just over the top wacky humour which is completely optional in a video game.The game includes a weapon referred to by the Applicant as an “Alien Anal Probe”. The Applicant states that this weapon can be “shoved into enemy’s backsides”. The lower half of the weapon resembles a sword hilt and the upper part contains prong-like appendages which circle around what appears to be a large dildo which runs down the centre of the weapon. When using this weapon the player approaches a (clothed) victim from behind and thrusts the weapon between the victim’s legs and then lifts them off the ground before pulling a trigger which launches the victim into the air. After the probe has been implicitly inserted into the victim’s anus the area around their buttocks becomes pixelated highlighting that the aim of the weapon is to penetrate the victim’s anus. The weapon can be used during gameplay on enemy characters or civilians. In the Board’s opinion, a weapon designed to penetrate the anus of enemy characters and civilians constitutes a visual depiction of implied sexual violence that is interactive and not justified by context and as such the game should be Refused Classification.
