Given that we needed a hearing for a 25 time capped Japanese international who cost 9.5m and was given wages over 45k, I sincerely doubt we will get a work permit for 12 time U20 Brazil player who has played a total of 25 senior top flight appearances for a measly 1.5m loan fee
I'll Hazard a guess

That's not how it works, fees don't necessarily matter - it's a points system.

Criteria Points Pass/fail for Santos
The value of the transfer fee being paid for the player is in the top 25% of all transfers to Premier League clubs in the previous 2 windows 3 points FAIL
The value of the transfer fee being paid for the player is between the 50th and 75th % of all transfers to Premier League clubs in the previous 2 windows 2 points FAIL
The wages being paid to the player by the applicant club is in the top 25% of the top 30 earners at the club 3 points Unclear - possible pass
The wages being paid to the player by the applicant club are between the 50th and 75th % of all the top 30 earners at the club 2 points Unclear - probable pass
The player’s current club is in a Top League and the player has played in 30% or more of the available domestic league minutes 1 point FAIL
The player’s current club has played in the group stages or onwards of the Champions League, Europa League or the Copa Libertadores within the last 12 months and the player has played in 30% or more of the available domestic league minutes 1 point PASS

You need 4 points - so if his salary is in the top 25% of top 30 earners (which would make his salary >£40k I'd imagine) then he'll get the work permit. That said - from some quick googling, it looks like his salary is more like £20,000.

Muto got his permit because he fulfilled the wages and Top League clause, plus most likely his fee was in the 50th-75th percentile, which would give him 6 points minimum.

You can be given a professional work permit if enough criteria is met , he would of course not be able to play until the full permit came through that would usually be a few days

What were they doing even wasting their last hours trying to bring him in? It's their job to know and understand these things, and it seems pretty obvious he was always going to fail the permit process - especially without the opportunity of an appeal.

But I'd add, is there a (major) footballing country harder to get a work permit? The revised system from a couple years ago seems kinda ridiculous.

Marlon Santos failed to get a work permit for his move to Newcastle United because the Premier League would not endorse his move.

Santos is a Brazilian under-20 international but has never played for the senior team so he didn’t qualify automatically. And because he is a back-up option, Newcastle couldn’t persuade the Premier League to give them dispensation.

At just £1.5million as a loan fee and on low-ish wages, there was no justification for the move, the Premier League ruled.

Better off with Fernandez

For sure, particularly when paying the extra money means we sign an experienced Premier League defender who is comfortable with the manager already too.
