The playoffs are made up of the 4 best placed teams in nations league per division who failed to qualify from the actual qualifiers.

"There will be play-offs for each of Leagues A, B, C and D in March 2020. Each group winner earns a spot in the semi-finals. If the group winner is already one of the twenty qualified teams, rankings will be used to give the play-off spot to another team of that league. If fewer than four teams in the entire league remain unqualified, play-off spots for that league are given to teams of the next lower league. Feels sort of daft that the League A playoff in March is in theory a repeat of the Nations League Finals the previous June, but obviously won't be because most if not all of those teams will have qualified already.

Good work to everyone who's tried to make sense of the rules and rewards. Ultimately it's a harmless way to create a sense of importance for matches between qualifying seasons. And anything to make friendlies feel a little more consequential is good with me, and it's produced some decent football!

Of all the current league A teams you'd say only Iceland would probably not qualify automatically.
Example: Teams in bold have qualified by finishing 1st or 2nd in their qualifying group
League A:
Germany, Portugal, Belgium,Spain,France,England,Switzerland,Italy,Poland, Iceland,Croatia,Netherlands
League B
Austria,Wales,Russia,Slovakia,Sweden,Ukraine,Republic of Ireland,Bosnia and Herzegovina,Northern Ireland,Denmark,Czech Republic,Turkey
Teams in League B who failed to qualify are Wales, Slovakia,Ireland, Northern Ireland, Czech Rep, Turkey
The top 4 of those by the rankings found here

would play each other Wales v Turkey and Slovakia v Czech Rep
Rep of Ireland and North and the 5th best ranked League C team at the moment Bulgaria would join Iceland in their playoffs were it would be Iceland v Bulgaria and Ireland v North.
the winners of those games would then play each other to gain a the extra place.
