Didn't Chelsea do it 29 times and try to hide it? Where as City just played kids on trial in non-competitive matches, and co-operated?

Yeah I think that's the supposed reason for the leniency, admitting at first instance. Chelsea got a bigger fine as well.

I mean it’s no punishment at all, but if it was a one time thing then a full transfer ban is probably unfair. But, if they get caught again then throw the book at them (tho a one year transfer ban when you’ve got their squad isn’t exactly punishment either!).
